Water System Improvement

GENERAL DESCRIPTION

Provide all materials, equipment and labor necessary for the construction of approximately 600 feet of 8-inch ductile iron water main, fittings and appurtenances on C Street, 400 feet of 8-inch ductile iron water main, fittings and appurtenances, six new meter boxes with new customer water service connections, twelve new customer water service connections on 4th Avenue, connections to existing water mains, pavement of all affected streets in Town of Quantico as described in the specifications, drawings, and terms and conditions listed herein.

Bidder shall submit each bid on the blank form(s) provided in this Project Manual.

PRE-BID CONFERENCE

No pre-Bid Conference will be conducted for this project. Potential bidders are encouraged to visit the site.

Pleas of ignorance of any conditions existing on the work-site, or difficulties encountered in the execution of the Work, or as a result of failure to make necessary investigations and examinations, will not be accepted as an excuse for any failure or omission on the part of any Bidder to properly fulfill the requirements set forth in the Contract Documents.

QUESTIONS DEADLINE

Submit questions, in written form only, to the Town Clerk at clerk@townofquantico.org no later than 2:00 P.M. (ET), June 13, 2016.

BID OPENING

Pursuant to the competitive bidding provision of the Service Town’s purchasing regulation and the Code of Virginia, and subject to the terms and conditions listed herein, sealed bids will be accepted until 2:00 P.M. (ET), June 23, 2016. After which, responses will be opened then read aloud. Note: The official time device shall be that as designated by the Town Clerk.

BID DOCUMENTS

Copies of the bid documents may be obtained through the Virginia eVA procurement system. Bid documents are also available via e-mail. Contact dwestman@wrallp.co to receive a copy of the documents.

MBE/WBE FIRMS ARE ENCOURAGED TO SUBMIT BIDS. Bidders must comply with the following: the President’s Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the President’s Executive Order 13658 regarding minimum wages on federal funded construction contracts, the Civil Rights Act of 1964, and the Davis-Bacon Act. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.

Important Note: Neither the Owner nor the Engineer will be responsible for full or partial sets of Contract Documents, including any Addendum, obtained from any other source.

BOND REQUIREMENTS

Bid Surety shall be in the form of a Bid Bond, Irrevocable Letter of Credit, Certified Check or Bank Draft payable to: Town of Quantico Town, in an amount not less than 5% of the cost proposal. The bid security must accompany each bid response in accordance with the Instructions to Bidders. Any forfeiture of the Bid Bond is limited to the face amount of the bond or the difference between the bid and the next low bid whichever is less

The successful bidder shall be required to furnish a satisfactory Performance Bond and Payment Bond.



The Town of Quantico reserves the right to reject any or all bids in part or in its entirety, and may waive any informalities and irregularities in bidding when deemed in the best interest of the Town.
 
  1. Contractor to install new water meter boxes at locations as shown for buildings number 305,309, 317, 321,325 and 316. install new water meters and water meter settings in the new meter boxes. new meters will be provided by the town of Quantico and installed by the contractor.

  2. For all other building water services, provide new copper service line as shown.

  3. Install plug and block at existing valve in Broadwat street when abandoning the existing 6-inch water main.
